The Beacon of Juvak

Here we are, on another world we already know...
...this is odd.
This civilization is much larger than the Permian. This is C-97, a world of titans and dragons. It's both hospitable and uninhabitable. How could they have made it here?
And the beacon is still active, so they are STILL here. How? and Why?

Note: the results came in, and, although we received more votes this year than last year, there was an...underwhelming...shortage of voters. Nevertheless, we came up with an answer. By Halloween next year, you can expect to find a short film centered around the Eerok submission.
